Helen Waters

Helen is an experienced transport professional with a successful career in the private and public sector involving passenger rail operations, project delivery and innovation across the UK. 

Since 1992, Helen has worked in a wide range of consultancy, TOC and owning group roles. She has experience of all aspects of rail operations, rolling stock and infrastructure specification and delivery, stakeholder engagement and implementation of innovation to the passenger realm. 

Before joining Steer, Helen was heavily involved in the procurement and delivery of the Pendolino fleet and the transformation of the West Coast timetable. She also has extensive experience in franchise bidding, mobilisation and managing business change as well as experience in managing train crew and customer service delivery.

Helen is on the Board of Directors at the Institution of Railway Operators (IRO).
