Darrell J. Smith


Darrell is an expert in service planning, operations analysis, and operations and maintenance costing, having worked across the passenger rail and public transportation sectors for over 25 years.

Prior to joining Steer, Darrell was Amtrak’s director of service planning and costing, where he led a division that evaluated the financial impact of proposed route and service change to the national rail system. After working at Amtrak, Darrell worked as the manager of service planning at the Jacksonville Transportation Authority and later ran his own business, Runways Transportation Company, providing intercity airport shuttle service and public transportation consulting in Florida, before returning to Amtrak in 2011.

At Steer, Darrell supports the US rail and public transit team in preparing route and schedule alternatives, developing operating cost models, performing financial and productivity analysis, advising on federal transit administration reporting requirements.
