Eli Scheker joins our team in New York City

Steer is delighted to welcome Eli Scheker, Principal Consultant, to our New York office. Eli brings extensive experience applying statistical techniques to the evaluation of investment decisions and developing customized analyses for project financing purposes.

Eli has a comprehensive understanding of the needs and priorities of different stakeholders affected by infrastructure decisions, gained from a unique background in public policy, infrastructure advisory and investment management. His previous experience includes managing a customized valuation framework for a series of P3 investments undertaken by a state department of transportation agency, a comprehensive financial feasibility analysis of a major business incentive package on behalf of a state legislature, and a series of economic analyses for both private and public-sector clients looking to secure federal funding for transportation projects.

He previously served as the lead analyst on a revenue optimization plan and pricing analysis for a major regional transportation authority in the U.S. The project examined different pricing schemes and its consequential impacts on operating income for the regional entity, while accounting for the endogenous effects on network ridership. He also managed the financial and economic evaluation of infrastructure investments aimed at protecting critical assets against extreme weather events. In doing so, Eli developed a custom methodology for incorporating traditional dynamic financial analyses with stochastic frameworks to better account for climate change and sea level rise.

Before joining Steer, Eli managed bond investments for institutional clients and high net worth individuals as a fixed income portfolio manager at Vanderbilt Avenue Asset Management, LLC. Prior to that, he held a variety of positions applying dynamic economic analysis to the evaluation of comprehensive policy proposals and legislative packages, and determining the financial feasibility of complex infrastructure investments to facilitate project funding.

Eli will work closely with the U.S. Business and Financial Modeling team under the direction of Associate Director Michael Colella. “Eli brings a broad background that spans public policy, infrastructure and investment management. This experience will help Steer look holistically at project financing and revenue optimization across transportation modes and sectors,” Michael said. “We are excited to welcome Eli to the team.”
