Jonathan is a transport consultant with over 15 years’ experience. He manages large multi-disciplinary projects including rail franchise transactions and business cases for major transport projects.


Jonathan joined Steer 13 years ago. During his time here, he has worked on a range of public transport and highway projects, including demand forecasting, highway modelling and economic appraisal. He recently managed the specification development of the South Eastern rail franchise for the UK Department for Transport and the London Overground rail concession for Transport for London. He led business case and economic appraisal workstreams on major UK projects including for extensions to the Northern Line, London Overground to Barking Riverside and Manchester Metrolink. Jonathan has also developed and/or applied multi-criteria assessment frameworks on high-profile transit projects in Canada.


At Steer, Jonathan coordinates and manages workstreams and liaises with clients and stakeholders to ensure that their business decisions can be made with confidence.

Steer report helps European Commission develop action plan to boost long-distance and cross border passenger rail.

On 14th December, the European Commission published its Action Plan to boost long-distance and cross-border passenger rail. The Plan comprises a detailed list of initiatives building on the Commission’s Sustainable and Smart Mobility Strategy.  The Steer report on ‘Long-distance cross-border passenger rail services’, which identified a range of potential measures to develop these services, enabled the development of the Action Plan.
