Simon is an expert in regulatory economics and has over 30 years’ experience in the application of economic principles to the regulation of transport services.

Simon joined Steer from PwC, where he worked on a wide range of transport related projects, including a review of Eurotunnel’s revenues, UK rail privatisation, measurement and incentivisation of London Underground performance, the design of rail freight subsidies and the privatisation of airports in Portugal. Previously, he worked as an economic adviser at the Department for Trade and Industry and the Office of Fair Trading, specialising in competition policy.

As head of economics at Steer, Simon leads our capability in regulatory economics, advising a wide range of clients across the transport sector on the design of regulatory mechanisms and commercial incentives.
