Stefan is an accredited project manager with ten years’ experience in transactions and regulatory policy, working across aviation, highways, rail and urban transit.

Stefan joined Steer as a graduate from the University of Cambridge. During his time at Steer, he has worked with bidders, vendors and lenders to complete evaluation and due diligence on deals, or directly with transport operators and management to advise on their business plans, offering independent review and validation of assumptions. He has led assignments for the UK Civil Aviation Authority, the European Commission, and other regulators, assessing the impact of proposed changes to legislation or evaluating ex-post the implementation of regulatory interventions.

Stefan supports the aviation team and is one of our leads in air traffic management, working on the implementation of the Single European Sky (SES) and the economic regulation of air navigation service providers.

Protecting passenger rights in the EU

The European Commission has been introducing passenger rights legislation since at least 1991 when it established common rules for a denied-boarding compensation system in scheduled air transport. This has since been joined by legislation on the rights of passengers on rail, maritime and bus and coach transport.
